Do not fill a blank with a guess. Write not stated — clarification requested and assign an owner and date. A visible gap is safer than an invented comparison.

Build One Source Pack Before Comparing

Give every invited provider the same current source pack where appropriate. That may include the assessment or inspection reference, exact property area, required outcome, permitted access window, known constraints, approved photographs, relevant manuals, and the date by which a proposal is needed.

The pack should distinguish three kinds of statement:

Two totals are not comparable when one includes preparation, materials, cleanup, evidence, and follow-up while another leaves them unstated. Compare in this order:

  3. assumptions, dependencies, and owner-supplied work;
  4. materials, products, quantities, substitutions, and disposal;

Do not force unlike proposals into false equivalence. A provider may propose a materially different method or outcome. Record that difference and return to the relevant assessor or decision-maker if the group cannot judge it within its authority and competence.

Separate Provider Checks From Proposal Comparison

A polished proposal is not evidence that the provider is suitable for the actual work. Run the provider checks required by the property, jurisdiction, insurer, governing documents, contract, work type, and qualified advice through their real sources.

Possible source-backed checks may include identity and business details, current trade or licensing records where applicable, insurer requirements, references, conflicts, availability, manufacturer status, and the people who would attend. The required set varies. This template cannot prescribe a universal credential list or certify any result.

Record the source, date, outcome as stated, reviewer, and next action. Avoid copying identity documents, payment details, private addresses, access credentials, allegations, or unnecessary personal data into a broadly shared comparison.

If a co-owner has a relationship, referral benefit, commission, employment link, or other incentive connected to a provider, disclose it through the group's existing conflict process. Disclosure does not automatically reject or approve the proposal; it gives the valid decision-maker relevant context.

Make the Decision Explicit

The comparison owner organises evidence. They do not gain authority to select a provider or commit the group.

For each outcome, record one of these states:

  • approve: the authorised decision-maker selects the stated provider and scope;
  • approve with conditions: commitment waits for named evidence, funding, access, contract, insurer, or other condition;
  • seek revision: a provider must issue a new or clarified proposal before another comparison;
  • no award: no proposal is selected;

Link the final choice to the real authority source and decision log where the outcome belongs. A line in the annual budget shows planning context; it does not prove permission to commit, that cash is available, or that a particular provider and contract were approved.

When a proposal expires or changes before acceptance, do not silently edit the old row. Preserve it, add the replacement reference and date, and rerun the fields affected by the change. Once the valid approval and any conditions are complete:

  2. update the budget or funding record without duplicating payment details;
  3. create the provider appointment and visit record;
  4. identify the authorised access method by reference, not by copying a code or key location;
  5. assign preparation, host, access-closure, report, and follow-up tasks;
  6. route any owner-paid amount through the group's approved reimbursement process;
  7. update the maintenance log with the eventual provider result, administrative check, open conditions, and next date.

Fictional Example: Two Different Window Proposals

This example is fictional. It does not describe a real property, defect, provider, qualification, licence, method, price, warranty, schedule, safety result, or legal requirement.

Four friends share a coastal cottage. An authorised assessment reference A-21 describes a need involving one window and tells the group to obtain proposals against its stated scope. Priya opens comparison MQ-2026-04, copies the assessment reference and outcome requirement, records the actual decision route, and sends the same permitted source pack to two providers.

Provider North sends a document labelled “quote.” It includes preparation, the stated materials, cleanup, a report, and a proposed start window, but does not state how an unavailable material would be handled. Provider Bay sends an “estimate.” It names an allowance and earlier availability but leaves cleanup, disposal, final evidence, and the change route unstated.

Priya does not score North as safer or Bay as cheaper. She records the documents exactly, marks the gaps as unstated, and sends each provider the relevant clarification questions. Both reply in writing. The valid decision-makers review the clarified scopes, provider checks, real funding route, contract terms, and property-specific advice. They approve North subject to one stated access condition.

Priya links the decision and selected proposal, creates a provider visit record, assigns access preparation and report follow-up, and leaves the maintenance item open. How many maintenance quotes should co-owners obtain?

There is no universal number for every job or jurisdiction. Is a quote always a fixed price?

Does approving a quote prove the work was completed?
